Distribution of Coronavirus Vaccine

In order to prevent the further spread of Covid-19, Japan has begun a countrywide public vaccination program.

In order to ensure the most efficient application of our vaccine supply as soon as it is delivered, Hiraizumi is continually refining its vaccination infrastructure, with guidelines as follows.

However, please be advised that the doses allotted to us, and the delivery timetable, is not yet finalized and may be subject to change. Any updates will be published in this space.

  1. Who can receive the vaccine: Anyone age 12 and up, whose residence is in Hiraizumi.
  2. How many doses: Two.
  3. How much to pay: Free of charge.
  4. Where to go: Public sites at Nagashima Municipal Gymnasium or Ichinoseki Sports Center, individual appointments via Hiraizumi/Ichinoseki area medical clinics.

*Please avoid any vaccinations for any other illness for at least 13 days before AND after your COVID-19 vaccination.

Priority Eligibility

Owing to the limited projected availability of vaccine in the near term, we will be following federal guidance in designating priority recipients for vaccine eligibility.

Priority tiers are as follows:

  1. Medical responders and personnel likely to come into contact with Coronavirus patients

  2. Individuals aged 65 or older (including those who were born before April 1st, 1957 and will turn 65 in 2021)

  3. Individuals at-risk from infection due to complicating medical factors (Including those undergoing treatment for impaired respiratory function or ongoing conditions, impaired cardiological function or ongoing conditions (including high blood pressure), or those with a BMI of 30 or higher.)

  4. Individuals employed in elder care, or other positions likely to have ongoing contact with those aged 65 and up

  5. All other individuals age 12 and up

*Residents of elder care/assisted-living facilities are planned to receive the vaccine at their facility of residence

*At-risk individuals include those with the following conditions:

  • Ongoing respiratory conditions
  • Ongoing cardiological conditions (including high blood pressure)
  • Ongoing renal conditions
  • Ongoing liver conditions (such as cirrhosis)
  • Diabetes, if undergoing treatment via insulin or other medication
  • Blood disease or disorders (excluding iron-deficiency anemia)
  • Reduced immune function from disease or disorder (including cancers undergoing treatment)
  • Reduced immune function from steroid treatments
  • Reduced immune function from neurological or neuromuscular conditions
  • Reduced physical capability from neurological or neuromuscular conditions (weakness, shortness of breath, etc)
  • Chromosome disorders or abnormality
  • Severely limited mobility, from combination of movement disorders and developmental disabilities
  • Sleep apnea
  • Serious mental disorders (Conditions which are: Undergoing treatment via hospitalization, qualifying for social welfare allowance, or qualifying for the MHLW's healthcare reimbursement fund for ongoing inpatient treatment) or developmental disabilities (Conditions qualifying for public rehab/nursing assistance)
  • Obesity, with a BMI of 30 or above. (Calculate your BMI: Weight ÷ Height ÷ Height)

Delivery of Vaccination Vouchers

Residents Aged 65+

Voucher packets have been delivered to eligible recipients as of April 22-23.

Residents Aged 12-64

Vouchers have been sent as of July 13th, and are expected to be delivered by July 19th.

In your voucher packet, you will find:

  • Vaccination voucher
  • 2 pre-vaccination questionnaires (1 to be filled in for each dose)
  • Pfizer and Moderna's information sheets for respective COVID-19 vaccines
  • A yellow Information Sheet on the COVID-19 Vaccination for ages 30-64, blue for 18-29.
  • A green calendar for vaccination sites' days of operation
  • Instructions for online reservations for vaccination

*Voucher packets for residents aged 12-17 are still being prepared. They will be mailed as soon as possible. Please wait for further notice.

*Medical professionals and personnel will be vaccinated ahead of the general public, but may still receive a voucher during their appropriate phase, and are instructed not to utilize them.

Vaccination for Non-Residents

Eligibility for the vaccination program is determined by your residency - Applicants are expected to receive the vaccination in their place of residence, as registered with their local municipal government. However, if extenuating circumstances do not permit you to receive the vaccination in your place of residence, you may be approved to receive it in Hiraizumi, pending special application.

Circumstances Requiring Pre-Vaccination Application:
  • Expecting mothers visiting family home for birth
  • Individuals living away from primary residence for employment
  • Students lodging away from primary residence for education
  • Living away from primary residence due to domestic abuse, violence, stalking, or child abuse
  • Any other extenuating circumstance preventing vaccination at place of residence
How to Apply

Complete the Non-Resident Vaccine Application with all required information, and mail it to the address below. Valid applications will receive a Non-Resident Vaccination Certificate by mail.

Vaccine Consent

The coronavirus vaccine is not compulsory in Japan. Please familiarise yourself with the preventative effects of the vaccine, as well as any risks and possible side effects, before you elect to receive the vaccine. Your consent is required to receive the vaccination.

Side Effects

The vaccine reduces your risk of infection, and serious complications from contracting coronavirus, but like all vaccines, does so by introducing foreign bodies to stimulate your immune system, which carries a possibility of side effects. Please consider all relevant factors for your own personal state of health before receiving the vaccine.

Financial Support for Treatment of Complications

Under normal circumstances, the chance of serious complications or lasting side effects as a result of the COVID-19 vaccine is extremely low, but may still occur in certain cases. Accordingly, any individual who, as a result of the vaccination or any side effects, develops serious complications or ongoing conditions requiring medical treatment, may be entitled to financial support to offset any cost of treatment. Beware of Fraudulent Vaccine Claims

Cases of fraudulent behavior related to the vaccine have been reported across Japan, where a caller or email will claim to offer the vaccine and require money or your personal information to deliver it. Hiraizumi personnel will never ask you for money, or to disclose personal information, in order to receive vaccination.
